We consider the possibility of the formation of galaxies due to the gravitational clustering of the small parts as well as due to fragmentation of larger objects. The self-similar spectrum of the long-wavelength perturbations is found. The results of numerical experiments and the conclusions of the Press and Schechter (1973) paper are discussed
