The characteristics of the time spectrum and dispersion of interplanetary scintillations of radio sources are examined. It is shown that at elongations greater than 45 degrees, these effects are of the order of 100 km/sec and that, in regions situated at large distances from the sun, the time-shift of the scintillation pattern depends essentially on the structure of the velocities in the medium.
