Under the hypothesis that protoclusters of galaxies were the first objects to condense in the early universe, a sufficient mass of the universe was heated to temperatures of at least 10 million K to produce the observed soft X-ray background. A further observational test to distinguish between this hypothesis and the hypothesis that galaxies formed before protoclusters is suggested.
