Difficulties with the mechanism of acceleration of cosmic rays by shock waves are addressed. One of the problems is that shock waves cannot accelerate particles to very high energies. This is because the mean time between shock crossings is long for high energy particles so that the acceleration process is slow. A derivation of the mean crossing time is presented which has the advantage of being readily generalized when the diffusion coefficient is space dependent. The upper limit to the energy that can be attained for a supernova shock, and for a stellar wind terminal shock, is evaluated.
