The production of states of fractional charge in the early universe and
by cosmic rays is calculated when quantum chromodynamics is broken at a
scale less than that of the quantum chromodynamics scale parameter A. It
is shown that it is possible to produce a detectable abundance of
fractional charge states by both mechanisms.
