The paper explores the possibility that pulsar restlessness and glitching behavior is triggered by disturbances of random amplitude and timing emitted for a characteristic time of many thousand years by a localized external source. The activity parameter is introduced as a measure of restlessness, and is listed for 33 pulsars scattered around uniformly on a scale of a few kps. A correlation with distance is found for the restlessness of almost all of the pulsars of the known activity parameter, and the exchange of gravitational radiation between such a source and the pulsars can be used to explain the phenomena.
