For gravitationally bound matter systems, a new approach to the gravitational quadrupole radiation problem is presented. It simultaneously gives the energy loss rate at infinity and the radiation-reaction force on the matter system, without using singular asymptotic expansions and without encountering long-range divergences. The quadrupole formulae are confirmed.
