Vidicon tube spectrograms have been obtained for five different filaments in RCW 103 and three filaments in Milne 23, and the region between 3700 and 7400 A was covered with overlapping spectra. The H-alpha/H-beta ratio of RCW 103 indicates visual absorption variations of up to 1.5 mag for different filaments, and the 4.4 mag minimum value found implies a distance of 6.5 kpc from the sun and a galactocentric distance of 4 kpc. A temperature of about 100,000 K and 10-100/cu cm density are obtained through observed line ratio comparisons with models. The Milne 23 filaments' observed H-alpha/H-beta ratios imply a visual absorption of about 0.5 mag, with densities of 5/cu cm and temperatures over 250,000 K being suggested by line ratios.
