Neutral particle viscosity is known to damp turbulence. However, I shall show that this is only partially true. While velocity fluctuations are damped by the viscosity, the magnetic fluctuations persist and evolve to smaller scales. This new regime of magnetic turbulence allows energy to cascade below the viscous cut-off. At the scale of ion decoupling the intemittent MHD turbulence of ionic component reemerge. I shall discuss this new picture of turbulence and its astrophysical implications, including magnetic reconnection.
