A summary is given of the particle and astrophysics motivations to search for ultra high energy cosmic neutrinos. The general requirements for detector mass and geometry are discussed, along with an overview of possible techniques. The RICE (Radio Ice Cherenkov Experiment) technique is discussed in greater detail, including current efforts taking place at the South Pole. .
