There are some difficulties in dealing with the analytical method proposed by Brosche et al. for the star catalogs in which the distribution of star positions is nonuniform. For this reason, a proposition of a set of complete and orthogonal functions has been made. Using the proposition, it is easy to construct the set of complete and orthogonal functions that is satisfied by the arbitrary distribution density of star positions. Using a new model of smoothing, it is possible to obtain more details of the systematic errors of the star catalogs as described above. The improvements have been used successfully in the study of the General Catalog of stars observed with photoelectric astrolabes in China (GCPA).
