This paper considers the problems of a HAVE (High Altitude Very long Endurance) platform based telecommunications network architecture from the aspect of network topology planning. Possible HAVE platform integration scenarios are proposed based on specific characteristics of platforms and a solution is presented for the planning problems that emerge when HAVE platforms are integrated into the UMTS architecture. The paper introduces the approach pursued in the HeliNet project of the European Union.
