Observations of diffuse Galactic gamma-ray spectrum by the EGRET instrument reveal an excess above ~ 1 GeV over the expected gamma-ray spectrum calculated under the assumption that the locally observed cosmic-ray (CR) spectra represent the galactic CR spectra.
