The on-orbit operations approach planned for NASA's GRO is described. Particular attention is given to the use of remote locations for instrument control, centralized packet data management, and the use of X.25 protocol communications for instrument data and control. Consideration is also given to GRO's impact on Goddard's operations control center, command management system, data capture facility, and flight dynamics facility.
