A new reference star catalog has been compiled which is far more accurate than the Smithsonian Astrophysical Observatory Star Catalog and the catalog of Heckmann et al. (1975). This paper describes a preliminary version of the southern hemisphere part. The catalog contains the positions and proper motions of 144,787 stars south of -2.5 deg declination with an average rms error in the positions at present epoch of 0.26 arcsec and of 0.55 arcsec/century in proper motions.
