The Voyager spacecraft are exploring the heliosheath between the termination shock and the interstellar medium. I will report and recent observations of plasma in the heliosheath region. The plasma flows are compared to model predictions and differ significantly from expectations of both speed and direction. Some of these differences may be explained if Voyager 2 is near the transition from slow to fast solar wind. The plasma flux is decreasing across the heliosheath; this decrease is interpreted as due both to changing solar output and diversion of plasma down the heliosheath. Expectations of the effect of the very long and deep solar minimum on the heliosphere and sheath will be discussed.
