The Herschel Space Observatory has opened up a new window into the world of heating and cooling of the interstellar medium of nearby galaxies through line spectroscopy. I will review recent observations from Herschel of cooling lines such as [OI], [CII] and H20 in the local universe with an emphasis on how these lines may help us understand the balance of energy input and dissipation in active regions of galaxies. Such regions would include massive star formation sites, AGN and regions where strong shocks are present. The unprecedented spatial resolution and range of spectral resolving power available with Herschel will lead to a greater understanding of the thermodynamics of the ISM in active regions. These observations in the local universe will provide a foundation for future studies of the dissipative processes that shaped the formation of the first galaxies in the early universe.
