The future Virtual Observatory (VO) will comprise many different elements which could be loosely categorized as either processing, visualization, or data/archival resources. It is clear that in order for this federation of resources to work, there will be some framework wherein not only resource discovery but data exchange can take place. Bringing the framework into being will be difficult. The framework may happen either as a top-down standard enforced on the community or, as is more likely, at the other extreme, as separate smaller federations growing together into larger ones which finally become the single VO federation. We believe that the creation of the framework in either case is facilitated by the adoption of an extensible paradigm. In the case of a top-down standard extensibility still allows for that standard to grow as new needs are recognized and in the other case it allows small federations to more easily be aggregated as they grow together. In this poster paper we will demonstrate how such as system may be built using XML webservices, provide examples of the capabilities of this system, and indicate how to use this framework to achieve the "holy grail" functionality of being able to issue a single database-like query for data to all of the data/archival resources of the VO.
