The ionization calorimeter/X-ray emulsion chamber complex at the Tien-Shan facility was used to study nuclear interactions of cosmic rays in the 10 to the 11th - 10 to the 13th eV energy range. It is shown that the generation of single photons as well as of gamma-ray families in this energy range occurs primarily due to the inelastic change transfer of pions. Results on Feynmann scaling are also presented.
