It is argued that the large-scale velocity and vorticity fields required for the vortex and spinning-core theories of galaxy formation can be generated primordially in a natural way from a Robertson-Walker singularity. The mechanism proposed involves a 'stiff' baryon equation of state and the production of so much inertia in the matter field when such an equation of state applies that eddies expanding with the universe actually spin up. It is concluded that the vortex motions arising in this context will avoid dissipation by quantum processes at the Planck time.
