The recent observations of Rickett, Hankins, and Cordes (1975) are used
to construct a qualitative model of the emitting region near pulsars.
Their data can be reconciled with the view that dense regions,
themselves containing many coherent radiating filaments, extend for long
distances along the dipolar field lines.
