The stability of a pulsar magnetosphere in which particles ejected from the neutron-star surface by the electric field are stored is analyzed. It is shown that the magnetosphere should become unstable and eject a flute of magnetized plasma into the light cylinder whenever the density of the magnetosphere exceeds some critical value. The critical density is determined as a function of pulsar mass, magnetic field, and rotation frequency; the expression derived is used in a numerical evaluation of various observational manifestations of destabilization, including glitches, the mass of ejected matter, and particle storage time. The results obtained are found to be in agreement with observational data on glitches of the Crab and Vela pulsars. Calculations are performed which indicate that oscillations resulting in a modulation of pulsar emission characteristics should be generated in the periods between ejections into the pulsar magnetosphere.
