The Hat Creek interferometer has been used to obtain H2O source positions accurate to a few tenths of an arc second in the W3 region. The H2O sources in W3(cont) are close to IRS 5. In W3(OH) the H2O sources are 6 arcsec from the main compact H II region. Absolute positions for the OH sources accurate to about 0.5 are obtained and found to lie at the edge of the compact H II region. It is argued that the excitation of the H2O masers is internal since the available pumping radiation from the nearby UV and IR sources is too small to provide the large microwave power. On the other hand, if the pump source is internal to the maser region in W3(OH), then it is found that the IR emission expected from three representative models is in conflict with available upper limits.
