A calculational model of the Interplanetary Heavy Ion Environment is being developed for the CRRES mission to include both galactic cosmic rays (GCR) and solar energetic particles (SEP). Data from the ONR-604 experiment on CRRES plus results from other experiments/spacecraft are being combined to evaluate the heavy ion radiation environment in near-Earth space in the 1990-1991 epoch. The modeling effort is described along with operation and performance of the ONR-604 experiment, including prelaunch accelerator calibrations and on-orbit response. The status of the data systems development for this effort is summarized, along with its use for the initial analysis of the data and the modeling effort. The preliminary working environment for the period 1 Sep. 90 - 28 Feb. 91 is characterized by a high level of solar modulation and correspondingly low flux of GCR and no significant component from SEP's. Both particle flux and LET spectra were calculated. The limitations and uncertainties inherent in this working model are presented, along with the effort to be undertaken to understand and reduce the uncertainties.
