A concept of a lunar power system (LPS) base for providing solar electric power to earth at a smaller cost than from conventional terrestrial systems and with a far less environmental impact is discussed together with the steps for an LPS development. Consideration is also given to a manned international lunar base (ILB) that can accelerate the development of LPS by providing the initial transportation and habitation facilities; enabling early exploration of alternative LPS designs, maintenance methods, and in-situ manufacturing of implementation equipment; and accelerating the development of resources in cis-lunar space and on the moon. The results of cost studies of LPS and ILB are presented.
