Attention is given to the possible improvements to be expected of studies based on earth rotation determinations made by the optical astrometric technique in the past 90 years, after the Hipparcos space mission is completed in the near future. Estimates of the ratio of the catalog factor in the error budget for 24 instruments are presented. New studies pertaining to improvements in optical astrometric observations are considered.
