Estimates of the time of stellar transitions between halo and core in spherical clusters as a result of stellar encounters are presented. Numerical integration of gross-evolution equations for quasi-stationary and variable stellar clusters is performed. All the open stellar clusters are found to evolve near a certain sequence in the space of gross parameters (the ratio of the core radius to the halo radius and the ratio of the core mass to the halo mass). The results of the comparison of calculations of this cluster model with obserations and numerical N-body experiments are discussed.
