On the basis of I-I plots, the ISM is found to radiate preferentially at
two pairs of far-infrared frequencies which correspond to (scattered)
black-body temperatures of (23 + or - 1,187 + or - 5)K and (39 + or -
1,104 + or - 5)K. The first pair is emitted by the cold matrix, the
second pair by H II regions and supernova shells.
