Data from 2-cm VLA recombination-line observations toward the Galactic center (previously reported by van Gorkom et al., 1988) are presented in extensive graphs, maps, and tables and analyzed in detail. The existence of an ionized ring of radius 1.5 pc, circular velocity 100 km/sec, and mass 2.4 x 10 to the 6th solar masses (within 1.3 pc) is demonstrated, and the cloud and filament velocities are found to be consistent with an acceleration mechanism involving a central ionization source, but not with the presence of a black hole or isothermal sphere.
