The paper presents and discusses ESRO 1A measurements of keV particle fluxes equatorward of the main precipitation zone at auroral latitudes. An isotropic region, highly anisotropic region, and moderately anisotropic region were discerned. The data show fairly large variations of flux, energy spectrum characteristics, and angular distributions from one satellite pass to the next. The data show the outer boundary, that is, the lower latitude boundary of the isotropic region defined by the disappearance of the loss cone protons, moving back and forth in fairly close association with the plasmapause. The middle and inner boundaries, defined respectively as the boundary between the strongly anisotropic and the moderately anisotropic regions and the low-latitude boundary of this region, are unaffected by substorms or other moderate activity.
