A theory is advanced describing the long-period motion of the perigee of a near-earth orbiter near the critical inclination of 63 deg 26 min 6 sec for large and small eccentricities. Lunisolar perturbations are included in the averaged Hamiltonian, as well as contributions from all the known zonal harmonics to date. Results are discussed using three different earth models.
