Comet Halley was observed in 1986 to have three active regions. For comets with three active regions distributed at random, the median latitude of the regions is 15.7 deg. If it is assumed that active regions are distributed randomly over the surface of the nucleus, the median latitude approaches the equator as the number of spots increases. Details of this trend are given and its significance is discussed in terms of the statistics of cometary brightness profile symmetry.
