The characteristics of solar proton events (SPEs) with a flux in the maximum of not less than 1/sq cm s sr (Ep greater than 10 MeV) in earth orbit have been investigated on the basis of meteor-satellite observations. The characteristics of SPEs and their sources over the last three 11-year cycles are compared. It is concluded that the differences in the flux, spectral, and temporal parameters of SPEs in the 22nd cycle are mainly determined by the characteristics of burst sources of solar cosmic ray protons.
