Recent observations of Be and B in old halo stars can be explained by models invoking large cosmic-ray fluxes in the early Galaxy. If this is a generic feature of early galaxian phases, large gamma-ray fluxes resulting from pion decay should have been produced at redshifts Z approximately 3-10. We estimate the evolution of the gamma-ray luminosity of spiral galaxies and their contribution to the cosmic gamma-ray background.
