The major thrust of present day scientific cosmology is that of examining the effect of local physical laws on the large-scale structure of the cosmos. However there has also from the earliest times been a counter theme: the study of the way that global properties of the universe can influence its local properties. The purpose of the present paper is to revisit this topic.
