Time synchronization between the earth and satellites is the key technology in a satellite navigation system, and is the foundation of satellite navigation and positioning. Aiming at solving the problems in time synchronization, a method of time transfer between the earth and satellites was discussed, the reduction model of satellite-earth two way pseudorange was deduced, and a practical calculation model of clock offset between the earth and satellites was presented. In this method, by calculation of differences between up-link pseudo range and down-link pseudo range, influences of common errors, such as troposphere delay, ephemeris errors and station coordinates bias, were removed, and also ionosphere delay which was correlative with signal frequency, was weakened significantly, which improved time transfer precision greatly. Finally, trial analysis was conducted by using actual observation data, the results indicated that the time transfer accuracy of two-way radio between the earth and satellites could achieve about 0.34ns, which validated correctness of method and model.
