The characteristic variability times of two dominant components of the light curves in active galactic nuclei are estimated on the basis of photoelectric photometry measurements. Pairs of mean time-variability scales are determined for short (10-30 d) flare and long (10-30 yr) waves, and some implications of the derived time scales are discussed. It is found that: (1) the two time scales are uncorrelated; (2) the short flares probably represent the characteristic radiative-relaxation time of the nucleus; and (3) that although they are determined independently, the spectroscopic 'kinematic' time scales are identical to the characteristic variability times. It is probable, therefore, that the long waves in the light curve represent the mechanical relaxation time scale of the nucleus.
