The investigation of dynamical, thermal, and chemical evolution of clouds with masses M ≡ 108 - 109Msun and primordial chemical composition in the radiation field is carried out. In this case the formation of blue compact dwarf galaxies is shown to be possible. At high intensities of outer radiation (e.g. at the periphery of a young giant galaxy) presumably the stars with low masses M < 2 - 3 Msun may be formed.
