Observations of the scintillating component of the radio source 4C 21.53 obtained at 102 MHz and output time constant 400 msec using the BSA meridian radio telescopes in January 1983, and at 83 MHz and time constant 1 sec using the E-W curtain antenna array of the DKR-1000 telescope of the Lebedev Physics Institute at Pushchino in May 1974, are reported. The scintillating component is identified with the msec pulsar PSR 1937 + 214 on the basis of its coordinates, the 26.3-1415-MHz spectral index (2.3 + or - 0.1), and the flux densities (12 + or - 2 Jy at 83 MHz and 7 + or - 1.5 Jy at 102 MHz). The angular size at 102 MHz (theta = 0.03 + or - 0.03 arcsec) is attributed to the interstellar scattering angle and used to estimate the distance to the pulsar and its velocity relative to the observer as 8.5 + 1 or - 3.5 kpc and 150 km/sec. It is suggested that the distance estimate of Heiles et al. (1983), 5 kpc or more, can be brought into agreement with the present results by assuming absorption by a hydrogen cloud at about 9 kpc.
