Quasars with damped Ly-alpha systems in the foreground tend to appear redder than those without damped Ly-alpha systems in the foreground. This detection, at or above the 99 percent confidence level, is based on the spectra recently obtained by Sargent et al. (1989). It is estimated that the typical dust-to-gas ratio in the damped Ly-alpha systems is 1/20 to one-fourth of that in the Milky Way, with the exact value depending on the shape of the extinction curve. A comparison of the results with the upper limits from previous searches suggests that the 2200 A feature may be weak or absent. This and the small dust-to-gas ratio are consistent with other evidence that the damped Ly-alpha systems are in an early phase of chemical evolution. The dust detected is probably sufficient to extinguish a large fraction of any Ly-alpha photons emitted within the damped Ly-alpha systems.
