A few specific problems in the observation of transient lunar phenomena (TLP) are discussed. These include observers who are not capable of distinguishing a true TLP from a spurious effect, the distribution of event-prone areas, deciding whether a lunar event is real, and the reliability of reports. It is noted that TLP tend to occur near boundaries of regular maria and near areas rich in rills, much of the event-prone region is encompassed by Aristarchus, red TLP are concentrated in the western hemisphere, colorless events are more common in the eastern hemisphere, and TLP in highlands are apparently relatively rare.
