The paper is a simple review of those topics which are usually neglected in a discussion of fast transient phenomena: namely, the mechanisms which affect either the intensity or the temporal characteristics of the signal. Consideration is given to mechanisms of dispersion, scintillation, and Faraday rotation which are more likely to affect the radio range and to mechanisms of reverberation which may affect the optical, UV, and soft X-ray range. Attention is then given to arguments which enable the setting of limits on the luminosity of different sources in a given frequency band.
