The relationship between the bulge and halo is an important constraint on galaxy evolution models. To study this relationship, we have determined kinematics and abundances for a large sample of K giants in a field at ~ 2 kpc from the galactic center. The very metal-poor stars show low rotation and high velocity dispersion, while the metal-richer stars have intermediate rotation, similar to other bulge tracers. The relationship of the field star kinematics to Zinn's (1992) work on inner halo globular cluster kinematics is discussed.
