Results are discussed for radio observations of the supernova remnant IC 443 which show that an H I cloud and a negative-velocity (-60 to -10 km/s) H I emission jet appear to be associated with the remnant but do not seem to be part of an expanding H I shell behind the SNR shock. Corrections for continuum absorption in the H I cloud are estimated, the density and velocity structure of the cloud are investigated, and properties of the negative-velocity jet are examined. It is proposed that the jet is physically associated with the SNR. A combined analysis of the present H I observations, the observed optical expansion velocity, and the X-ray temperature and luminosity of the remnant indicates that: (1) the optical expansion velocity and X-ray temperature are consistent with adiabatic shock propagation into a two-component interstellar medium; (2) the original energy of the supernova was lower than that of the Cygnus Loop supernova unless the IC 443 remnant is farther away than 2.9 kpc or has entered its radiative phase; and (3) the remnant may contain a considerable amount of undetected matter.
