A qualitative explanation for terrestrial kilometric radiation (TKR) and Jovian decametric radiation (JDR) is outlined which requires a high flux of low-energy particles along a magnetic field, isoionic surfaces making large angles with the magnetic-field direction, and horizontal plasma-density gradients. It is shown that these requirements are very probably satisfied in the auroral magnetospheres of both planets, that the radiation could be produced in the extraordinary (Z) mode by a partially coherent Cerenkov mechanism, and that the energy would be coupled to the left-hand-polarized O-mode at the level where the wave and plasma frequencies are equal. Analysis of TKR and JDR observations in terms of the proposed mechanism indicates that the former should be left-hand-polarized and the latter emanates mainly from the southern Jovian hemisphere. An alternative mechanism involving 'harmonic' generation of waves due to nonlinear effects is considered along with the possibility that corresponding radiation may be produced in the magnetospheres of Saturn, Uranus, and Neptune.
