The FCRAO 14 m telescope has been used for a new high-resolution, CO J = 1-0 survey of the first Galactic quadrant. The survey consists of 40,551 spectra obtained in the longitude range l = 8° - 90° from b = -1°.05 to b = +1°.05. Data were obtained on a 3arcmin grid between l = 18° and l = 55° and on a 6arcmin grid outside this longitude range. Spectral coverage is 300 km s-1 at 1 km s-1 resolution, sufficient to include all Galactic emission out to R = 2 R_sun;. The reduced data are presented in the form of latitude-velocity (b, V) contour maps at each longitude. The longitude and latitude coverage of the maps is sufficient to include more than 90% of the emission in the first Galactic quadrant (excluding the Galactic center, R < 0.15 R_sun;). The small grid spacing enables detection of all clouds larger than ≡15 pc diameter in the R = 0.4 - 0.8 R_sun; molecular cloud ring.
