The authors have modelled non-equilibrium ionization processes in the evaporative flows from clouds surrounded by hot gas. Equilibrium is not reached in most realistic interstellar situations. That model was specifically applied to the ions O VI, N V, C IV and Si IV observed by UV experiments. The predicted densities are way above the observations. That raises doubts about evaporation theories. Alternatively, for small clouds and low pressure, the elements reach the Li-like state so far from the clouds that the high densities predicted might be real but hidden because of turbulence in the ambient gas.
