The parameters of steady-state models of the Oort cometary cloud are constrained based upon observations of long-period comets and the mean terrestrial cratering rate over the past 600 Myr. A model with a power-law distribution of orbital energies for semimajor axes greater than about 4000 AU and an energy spectral index gamma = 0.5 can be produced by an original source of comets in the Uranus-Neptune zone of the solar nebula. The total number of comets to a limiting absolute magnitude of 16 is 9.5 x 10 to the 13th.
