In this paper I show that the broad-line region (BLR) of the Seyfert-1 galaxy NGC5548 is an evolving entity on its dynamical time scale of a few years. The total observed Hβ reprocessing of the BLR decreased by about 5% per year during four consecutive years of optical spectroscopic monitoring of NGC5548. The present analysis shows that this implies that either the total matter content of the BLR decreased with about 5% per year, that the clouds are distributed inhomogeneously within the BLR, i.e., there is no spherical or azimuthal symmetry, or that the spectral index of the ionizing continuum is changing. Furthermore, a correlation between observed emissivity of the BLR and the time lag of the Hβ emission line is found. Inhomogeneity of the BLR would complicate the interpretation of the transfer function of the BLR considerably since present theoretical models for the structure of the BLR only consider simple, spherically or azimuthally symmetric BLRs.
