In this paper, the optimum fundamental relationship is constructed, which connects observational data on all components of the gradient of attractive force (second partial derivatives of the Earth's potential) and coefficients of expansion of the geopotential into a series of spherical functions (Stokes constants). On the basis of this relationship, the solution to the boundary value problem is obtained as a quadrature formula for determination of the Stokes constants. The developed procedure can also be applied for investigation of gravitational fields of large planets and the Moon.
